Indian tuk-tuk is modified for 3-6 passengers but the policeman found 27

A tuk-tuk can generally carry three people, and some of them are modified to seat maximum six passengers.

When police in an Indian town stopped a speeding tuk-tuk, they were surprised to find 27 people were crammed into the small vehicle.  

A video shows a policeman counting each passenger as they exit the vehicle.
